If the water activities are important, then choosing spring through fall is a safer time to visit.

If you want to go when crowds are low, then avoid holidays and weekends. Since the theme park is a big draw for families with kids, going when kids are usually in school is good when you want to avoid super-long lines. Going in October shortly after school starts again is one option; plus, you'll get to enjoy Halloween attractions in the area, too. However, if you wait until November, you can enjoy the beautiful Christmas decorations that adorn the park.

You can plan a last-minute trip and find plenty of lodging nearby, but if you want the full experience and enjoy easier transportation to the parks, then staying in a Disney hotel is a better option.
